Phoebe is the second member of the Hoenn Elite Four who must be battled in Pokémon: Ruby, Sapphire and Emerald Versions as well as Omega Ruby and Alpha Sapphire. She specializes in Ghost-type Pokémon.

Background

Phoebe had trained on Mt. Pyre, where she gained the ability to communicate with Ghost-type Pokémon. This led her to develop a tight bond with her Pokémon that aided her in battle. Her strategy was to confuse and confound opponents, and she described her Pokémon as being hard to pin down.

In Ruby, Sapphire, Emerald, Omega Ruby and Alpha Sapphire, she was defeated by Brendan/May. After being defeated, she realized that the trainer had a strong bond with their Pokémon, and she naturally lost due to not noticing this bond. Phoebe then became curious about how far the trainer's bond with their Pokémon would take them.

In Omega Ruby and Alpha Sapphire, Phoebe utilized Mega Evolution in rematches against Brendan/May due to Steven Stone having provided the Elite Four with some Key Stones. Outside of Elite Four battles, she could also be found at Mt. Pyre upon completion of the Delta Episode. She was there to visit her grandmother, who had told Phoebe that Brendan/May had left a lasting impression on her.

  • She mentions having a grandmother at Mt. Pyre, which could only be referring to the old woman at the peak of the mountain who watches over the Red and Blue Orbs. The old man accompanying her could be her grandfather.
