Ankle is one of Tingle's brothers, and is the twin brother of Knuckle. He is often coerced into working for Tingle.
Background
In The Wind Waker, Ankle was taught how to decipher maps by Tingle. Using that ability, he used his earnings to support his brother, Knuckle. He is a dedicated worker and was the one who set David Jr. to working on the island turning the wheel with him. His favorite hobby in particular is tending to his flower garden on Tingle Island.
In The Legend of Zelda: Four Swords Adventures, Ankle made a small appearance during the Tingle Tower mini-games. In The Legend of Zelda: The Minish Cap, he and the other members of the Tingle entourage were in different locations around Hyrule. Like the others, Ankle was fusing kinstones in order to meet fairies. He was situated behind the ranch and would tell Link how many more times he had to fuse kinstones.
