Flagship was an independent developer that was funded by Capcom, Sega, and Nintendo and was founded by game designer Yoshiki Okamoto. The company was primarily a division of Capcom and was dedicated to creating titles in the Zelda series and Kirby series (among other games). Their games were primarily developed on Nintendo handhelds, despite a few console releases. After the completion of their last game, Kirby Squeak Squad, the company was dissolved on June 1st, 2007. The employees were merged into Capcom's main studio.

The company first worked on The Legend of Zelda: Oracle of Seasons and Ages which had both been planned to be three games composed of The Legend of Zelda, Zelda II: The Adventure of Link and an original title. They then changed the plan to work on three titles thanks to the advice of Shigeru Miyamoto. However, issues with the password system used to connect the three titles resulted in only two games being created.
