Caulder met with the Mayor and informed him he had the serum in one tube, but only enough for one and that it would time to take more. As he began to insist that Caulder withdraw his soldiers and provide food, Caulder admitted that he lied about the deal. The Mayor is the the leader of Freehaven who was rescued by Brenner following the Meteor Crisis in Advance Wars: Days of Ruin.
Background
After the meteors fell, the man (who would go on to become mayor of Freehaven) was rescued by Captain Brenner of the 12th Battalion. Grateful for his life spared, he vowed to help others by establishing a place where survivors could band together - a place he named Freehaven. He became the mayor and leader of the people and as the number of survivors began to grow, his kindness towards newcomers declined, due to dwindling food supplies. It reached a point that when Brenner came with two new survivors - Will and Isabella, the Mayor turned them away. However when The Beast appeared to raid Freehaven, the Mayor made a deal saying he would consider taking in the two survivors if Brenner drove off the raiders.
When the raiders were defeated though, the Mayor reminded Brenner that he only said he would 'consider it'. Brenner was disgusted by this, so the mayor asked if Brenner would make him do it by force, something he knew Brenner would never do. With their time wasted, the 12th Battalion continued on and left Freehaven behind. Sometime afterwards, a quake devastated the surrounding area and destroyed the remaining buildings, leaving Freehaven without food or shelter. When the 12th Battalion passed back through again looking for the Rubinelle Government Complex, the Mayor quickly alerted Brenner of their situation and begged for help as well as apologizing for his past dealings. He then requested food, but was interrupted by the return of the Beast and his raiders.
