Waylon (or Finn in the PAL release) is a pilot mercenary who finds work with the New Rubinelle Army following the Meteor Crisis in Advance Wars: Days of Ruin.
Background
Before the meteors fell, Waylon was the Captain of the 13th Airborne. He survived through the meteors as well as some of the men in his division. However he was disinterested in helping others and used the opportunity of there being no government to enjoy life. However his daredevil lifestyle proved hazardous to his men and eventually he found himself caught in a battle against Tasha of the Lazurian Army. He was rescued by the timely arrival of Captain Brenner and the 12th Battalion.
After defeating the Lazurians, Brenner offered Waylon the opportunity to join his ranks, as they were lacking in any trained pilots. But Waylon, ever self-conceited, scoffed at Brenner's acts of mercy and went off on his own for the mercenary lifestyle. Not bothering to stick around, he left his wounded behind, of whom ended up getting absorbed into the 12th's ranks. Waylon however continued traveling on his own until he ended up meeting up with Admiral Greyfield of the New Rubinelle Army. Due to his military experience, Waylon was made one of Greyfield's chief commanders. With the resources of the New Rubinelle Army, Waylon was able to do whatever he liked while everyone else was too scared of him to say anything about it.
