Phoebe is the second member of the Hoenn Elite Four battled in Pokémon:Ruby, Sapphire and Emerald Versions. She specializes in Ghost-type Pokémon.

Background

Phoebe had trained on Mt. Pyre, where she gained the ability to communicate with Ghost-type Pokémon. This led her to develop a tight bond with her Pokémon that aided her in battle. Her strategy was to confuse and confound opponents, and she described her Pokémon as "nothing definite".

In Ruby, Sapphire and Emerald, she was defeated by Brendan/May. After being defeated, she realized that the trainer had a strong bond with their Pokémon, and she she naturally lost due to not noticing this bond. Phoebe then became curious at how far the trainer's bond with their Pokémon would take them.

• She mentions having a grandmother at Mt. Pyre, which could only be referring to the old woman at the peak of the mountain who watches over the Red and Blue Orbs. The old man accompanying her could be her grandfather in this case.\
