Flutter is one of the main Party Goers characters who is mostly known as comic relief. Originally portrayed as being the Super Mario RPG character Sgt. Flutter, in later years he was distanced from him and made into a more original character. His most often-referenced gag, originally from Party Goers 17: A Party, a Party, Who's got a Party?, is his tendency to get drunk from drinking ordinary water. He is also often paired up with Big Al due to their authors being real-life brothers.
Background[edit]
Born into a rich family, Flutter, the son of a trillionaire and descendant of a wealthy tyrant (the first Flutter), lived a life of luxury at Bonheur (a tropical paradise) until his parents died. Flutter, only at age 5, was forced to live by himself, while his sister (age 3 at the time; adopted) went to live with his uncle and his family. Flutter inherited his father's money and was thus known for his greedy ways. His surviving family members, lived in shame, (by being related to Flutter) until 8 years later they tricked Flutter into moving to an unwanted wasteland. Flutter claimed all the land and created the city-state called Nothing. With bountiful resources, he developed the town into the bustling center of commerce. His cousin Becky became an outcast and began to live with Flutter. Flutter proceeded to go on adventures with his friends.
When Flutter was first seen in Party Goers 4, he had been kicked out of Bowser's castle and was looking for somewhere to be. He joined up with the Party Goers in Party Goers 6: Back to Reality!, accompanied by his girlfriend Princess Mint. Flutter became a regular member of the Party Goers, and he was known for getting drunk when he was actually drinking normal water.
Flutter also appeared in the Fanventures series, often accompanied by Big Al. Initially taking up a military role in the original Super Mario Brothers Fanventure, in the later installments he became more like the group moron.

Flutter's activities are mostly unknown aside from being one of the two people with enough of nothing going on in their lives that they actually bothered to attend Masamune's failed Party Goers reunion party in the opening of Gamehiker Member OG X: The Shrack of Neely.
Bad Timeline[edit]
After Earth was conquered by Shane and renamed VGF, Flutter was appointed moderator of the On-Going Story Shrine in Shane's attempt to get the Party Goers under his control. But the souls of Flutter and the other Party Goers were later stolen by Lupus, who mind controlled their bodies and used them for evil until the bodies were defeated in Member OG. The mind-controlled Flutter at one point claimed that he was the father of Yami Yoshi, and that his own father was King Bob, although this statement is completely impossible.
After being seperated from their bodies for nearly twenty years, the souls of the Party Goers were eventually returned to their bodies in Member OG 10: Full Circle. They were last seen trapped aboard the Super Fighting Weisheit Australia Robot, although in The OGers: Third Generation it is suggested that the Council saved Golem from the wreck and presumably the rest of the former Party Goers.
Neutral Timeline[edit]
In Mega Mega Extreme Doki Doki Panik, Flutter initially worked with Ralph Natureboy in the 2000 presidential election. But Nader grew sick of Flutter and fired him, causing him to instead join up with Vorpal's Mega Mega Extreme Doki Doki Panik Party. After Vorpal became president, Flutter was pointed Secretary of Defense (and became an actual sergeant).

In his original appearances, Flutter was directly based upon Sergeant Flutter, a character from Super Mario RPG: Legend of the Seven Stars. Sergeant Flutter was a Koopa Paratroopa with a military get-up. However, over the years the Flutter of the OGs slowly evolved into his own character. Changes were made to distinguish Samuel Flutter from Sgt. Flutter. These changes include Samuel not having wings or a shell, and being made into a human-turtle-kappa hybrid as opposed to a Koopa. The "sergeant" has basically been dropped from his name as well aside from in MMEDDP where he has actual military power.

- He appears as a Nichibutsu employee in Nichibutsu of America: A Game Company OG.
- In Gamehiker High University, he and Big Al work together as school bullies and jocks under SteveT.
- In the Pyramid Goers segment of History Goers, Flutter has a historical counterpart named Flutterkhamen who is an Egyptian pharoah (related to Pharoah Yami Yoshi?).
- Flutter appears in Party Goers Heroes: Romantic Ideals, where is part of a team with Fell (a demon he found in a rock) and his cousin Becky.
- Harvest Goers '07 is set in the town of Nothing; thus, Flutter plays the part of the mayor in the story.
- In Lord of the Parties, Flutter is shown in a parody role of Pippin.
- Flutter appears as a main character in both incarnations of Party Goers the Comic.
- In the Bonus Case of The Loophole 3, he's the defendant and client of Dr. Walrus's first case ever. Due to it being the 80's, Flutter was hooked on sugar.
