Ramone was a heroic and tragic figure who appeared in The Canadian Detour. After being punched to Mexico from Canada by The Mounty, Que Pasa met and befriended both Ramone and his pal Pablo. Afterwards they had a heartfelt farewell as Ramone and Pablo boarded their spaceship, but Ramone entrusted Que Pasa with his Iron Sombrero, asking him to give it back to give when he becomes "first mate to the King of Pirates".
Ramone (and Pablo too) sacrificed himself to save the GCPA from The Mounty, driving his spaceship into The Mounty, destroying them both. Que Pasa pulled his body from the wreckage, and Ramone's last words were, "It's all just a dream..."
Unlike 99.99% of the GCPA, and basically all OG, characters Ramone's death has been permanent so far, and there have been various passing mentions of the Mexican hero, especially in one part of The Golden Cheesecake Pirate Armada Sequel that parodied Cowboy Bebop.
