Valter is an antagonist appearing throughout Fire Emblem: The Sacred Stones and is the most bloodthirsty of Grado's generals.

Valter was a powerful but ruthless general who was originally one of Grado's Imperial Three. He was given the nickname Moonstone, although he did not share the moral standards of his companions Duessel and Glen. One day during a battle, Valter's lance had broken, so he decided to borrow one that Duessel had on him. He unwittingly grabbed a cursed lance which Duessel was never supposed to use. The lance's curse instantly drove him insane and infected him with an insatiable hunger for battle and bloodshed. He killed everyone, including enemies who were retreating. This bloodlust seemed to make him more efficient in combat, but it also caused him to fight innocent civillians outside of battle. Emperor Vigarde then stripped of Valter his rank and exiled him from Grado, with Selena later being brought in as his replacement. Valter lived on alone for some time, fueled by hatred and a desire for revenge.
He was later reinstated as a general of Grado after Lyon took control of Grado from behind the scenes. It is uncertain how much he knew about Lyon and Vigarde's true conditions, but he did not seem to mind it regardless. He was only glad to be back on the battlefield. When Lyon set off the War of the Stones, Valter seemed to be working alongside the Grado forces in their invasion of Renais. He assumed the persona of a hunter in battle and sought those whom he considered to be worthy prey. He confronted Eirika and Seth when they were fleeing Renais Castle in "Prologue: The Fall of Renais". Valter wounded Seth, but he was still able to escape with Eirika. Valter was later present at Grado Castle at the end of "Chapter 3: The Bandits of Borgo", where he was officially reinstated as a general of Grado alongside the other new generals Caellach and Riev. Valter and Glen were then assigned to capture Eirika and her brother Ephraim, an assigment which Valter gladly accepted. During this pursuit, he began to be interested by the idea of hunting Ephraim as well. He ambushed Ephraim at the end of "Chapter 5x: Unbroken Heart" and wanted his group to surrender and beg to him, but Ephraim was able to somehow escape him instead.
Vigarde called the generals together again in Chapter 9. Although Glen and Valter received the same assignments, Valter was assigned to hunt Ephraim while Glen was sent after Eirika. While Valter did admit that Ephraim was worthy prey, he was angry at Glen because he wanted Eirika for himself. It became apparent in his following actions that Valter was primarily motivated by two ulterior motives of his own, as he had no loyalty to any country. One was that he had a strong desire to live in a state of constant war, so he acted to make things as chaotic as possible to prevent any side from trying to reach peace or even surrender. His other strong motivation seemed to be his desire for Eirika, as he wanted to hunt her and claim her for his own, claiming that he loved strong women. In Ephraim's Path, he showed up in "Chapter 10: Turning Traitor" and gave Selena false orders to return to the capital so that Ephraim's army would not be destroyed too easily. He left one of his own men in charge and left to search for Eirika at Carcino in hopes of finding her before Glen did. Valter then appeared in Eirika's Path, where he spotted her at the end of "Chapter 10: Revolt of Carcino", but he decided to let her pass for the moment to increase the fun.
In "Chapter 11: Creeping Darkness", Eirika had talked sense into Glen, and he decided to return to Grado to try and make sense of everything. Valter cornered him, however, and refused to let him take any action that could lead to peace. He then attacked and killed Glen. Valter presented his corpse to his brother Cormag at the beginning of "Chapter 13: Hamill Canyon" to drive him into seeking revenge against Eirika's army. It seems that he was doing this to build up Eirika's strength for the time when they would actually meet in battle. Valter finally took direct action in "Chapter 15: Scorched Sand", when he and Caellach led a pair of armies to ambush Eirika's forces at Jehanna Hall. In Eirika's Path, Riev briefly showed up and offered his service while warning Valter that he should take care of Eirika quickly before Ephraim's forces arrived, but Valter angrily dismissed him and his help. Valter had special battle conversations with Eirika (whom he told about his desires to "master" and "tame" her), Ephraim and Cormag. He was finally killed during the battle.
