Brawly is a Pokémon trainer who acts as the second gym leader of the Hoenn region who must be battled in Pokémon: Ruby, Sapphire and Emerald Versions, as well as the remakes Omega Ruby and Alpha Sapphire. He specializes in fighting-type Pokémon.
Background
Brawly was the gym leader of the Dewford Town Pokémon gym who was also accomplished as a fighter and surfer. According to a television program in Omega Ruby/Alpha Sapphire, he originally hailed from Kanto and moved to Hoenn in order to be able to surf year-round. It is also known that he trained with Bruno of Kanto/Johto's Elite Four in the past. His specialty was direct physical attacks, and he often made metaphorical comparisons to ocean waves going as far as to refer to himself as the "next big wave in training". He has also subjected himself to training in the waves near Dewford and the dark Granite Cave. His gym was constructed in the manner of a maze that was kept dark, mimicking the conditions of the Granite Cave, with only a small light surrounding a challenging trainer that grew with each enemy trainer that was defeated. e also often made metaphorical comparisons to waves.
In Ruby, Sapphire, Emerald, Omega Ruby and Alpha Sapphire, he was challenged and defeated by Brendan/May. He told the challenger that they had made a much bigger splash than he had expected and awarded them with the Knuckle Badge as well as TM 08: Bulk Up, foreseeing a bright future for the young trainer. In Emerald, he closed his gym for some time while he retrained, and when he reopened later he would challenge the trainer to several rematches through the Match Call feature. Brawly also stated that he never got tired of battling them. In Omega Ruby/Alpha Sapphire, he was impressed when the trainer managed to defeat the champion Steven Stone, and he also became Chaz's mentor in strength training.
Brawly reappeared in Black and White 2 as one of the competitors in the Pokémon World Tournament at Unova. He took part in the Hoenn Leaders, World Leaders and Type Expert divisions.

In Pokémon Masters, Brawly and his Makuhita appeared as a playable sync pair that could be recruited at random through the Sync Pair Scout feature. His Makuhita could also evolve into Hariyama through a Sync Pair Story. Brawly (with Hariyama) also appeared as an opponent in Chapter 21 of the Main Story, where he had formed a team with Bruno and Marshal for the Pokémon Masters League tournament. The three of them were the team faced by Scottie/Bettie in the first round of the tournament's finals, and they faced defeat.

- Brawly appeared in three episodes of the Pokémon anime, with a ten episode gap between the first two appearances. In the first episode, Ash had underestimated Brawly and thought him irresponsible because of the time he spent surfing, until it turned out to actually be part of Brawly's training, and he defeated Ash. In Brawly's two-part reappearance, Ash successfully defeated Brawly's star pupil, which led Brawly to accept Ash's challenge to a rematch, and this time Ash won. In this version, he was also connected to a different Fighting-type trainer from a past generation, as he was said to have trained under Chuck.
- Brawly appears in several chapters of the Pokémon Adventures manga, where he utilizes a fighting style similar to surfing on waves. Sapphire comes to challenge him to a gym battle, which Brawly is eager to accept due to knowing that his Makuhita will evolve soon. Sapphire is able to figure that out, however, and plans a strategy which is successful in defeating his Makuhita. He later appears at the gym leaders' meeting where he initially supports Team Aqua because their expansion of the sea would give him more waves to surf on. He is part of the team sent to battle Groudon later on, although he winds up being caught in a battle with Team Magma member Mack. He is shown to have trained with Bruno and utilizes Bruno's fighting style against the illusions Mack creates, but ultimately both are too tired from the battle to continue on fighting. He returns in the Omega Ruby/Alpha Sapphire arc, where he helps with the effort to stop Grand Meteor Delta.

- His name is a simple play on the word 'brawl'. His Japanese name is Touki, based on the Japanese word for 'fighting spirit'.
- He mentions being friends with Steven Stone.
- In Black 2/White 2, he asks the player to Surf with him after being impressed by their skill.
