Background
Phoebe had trained on Mt. Pyre, where she gained the ability to communicate with Ghost-type Pokémon. This led her to develop a tight bond with her Pokémon that aided her in battle. Her strategy was to confuse and confound opponents, and she described her Pokémon as "nothing definite".
In Ruby, Sapphire, Emerald, Omega Ruby and Alpha Sapphire, she was defeated by Brendan/May. - She mentions having a grandmother at Mt. Pyre, which could only be referring to the old woman at the peak of the mountain who watches over the Red and Blue Orbs. The old man accompanying her could be her grandfather in this case.
